Founded by Thomas Safran in 1974, Thomas Safran & Associates (“TSA”) is a multifamily housing developer based in the Brentwood neighborhood of Los Angeles, CA. TSA’s first deal in 1974 was developing one of the nation’s first affordable housing projects using the newly-created Section 8 project-based voucher program, which still remains a primary form of financing affordable housing projects. TSA has developed over 67 projects totaling 6,000 units of luxury, affordable, and mixed-use rental housing in Southern California. TSA implements resident services, including social, recreational, educational, vocational and fitness programs for each of their communities.
